O2X Human Performance is seeking an experienced Federal Capture Manager to spearhead our federal capture efforts and provide expert guidance in federal contracting. This role is crucial for driving our growth in the federal sector by developing and executing effective capture strategies, managing proposal processes, and leveraging deep knowledge of federal procurement.
Key Responsibilities
- Work closely with Account leads and sales team to create and implement strategic capture plans for federal opportunities that align with O2X’s business goals and enhance our market presence in the federal sector.
- Apply comprehensive knowledge of federal contracting regulations, processes, and requirements to lead and support capture initiatives.
- Identify and evaluate potential federal contract opportunities through strategic market research, industry networking, and collaboration with internal teams. Leverage tools like SAM.gov, GovWin and internal CRM systems to build and maintain a 3-year pipeline of target opportunities.
- Oversee the development and submission of federal proposals, ensuring full compliance with RFP/RFQ requirements, government evaluation criteria, and O2X standards.
- Build and nurture relationships with key federal stakeholders, including contracting officers and program managers, to facilitate successful capture and compliant solution development efforts.
- Collaborate with internal teams during the build process to help shape technical solutions that align with evaluation criteria in federal RFPs.
- Lead and mentor capture and proposal teams, providing clear direction and support throughout the capture lifecycle.
- Conduct thorough competitive analysis to understand competitors’ strengths and weaknesses, and develop strategies to position O2X effectively.
- Develop customer and/or industry call plans and submit questions to the government to influence evaluation criteria and requirements favorably for O2X.
- Assist in negotiating contract terms with industry teaming partners and federal agencies to secure favorable agreements that align with O2X’s objectives.
- Track and report on capture activities, proposal progress, and win rates, ensuring schedule adherence relative to proposal submission deadlines.
Qualifications
- Bachelor’s degree in Business Administration, Communications, Marketing, Technical Writing, or a related field (Master’s degree preferred).
- Association of proposal management professionals (APMP) certification, Shipley training, or equivalent considered a plus.
- Proven experience in federal capture management and federal contracting, with a successful track record of securing and maintaining federal contracts.
- Deep understanding of federal procurement processes, regulations, and policies.
- Strong organization, leadership and team management skills, with the ability to guide and motivate cross-functional teams.
- Excellent communication, negotiation, and interpersonal skills.
- Ability to analyze complex requirements and develop effective technical solutions, delivery approaches, and pricing strategies.
- Proficiency in capture and proposal management tools and software, including SAM.gov, GovWin, Hubspot or similar CRM, and AI-based proposal generation tools.
